Abstract

This article presents the results of a study of the peculiarities of demining and subsequent restoration of war-affected territories through the prism of human capital, touching upon issues of human potential formation (restoration) and human development planning. The purpose of the article is to highlight the socio-economic categories of ‘human capital’, ‘human potential’ and ‘human development’ in the context of the economic recovery of Ukraine's regions, as well as from the perspective of ensuring their further competitiveness in the war and post-war periods. The scientific novelty lies in the improvement of conceptual provisions regarding the economic recovery of meso-level territories, based on the application of a human-centred approach in the strategic dimension to ensure the competitiveness of the regional economy in the context of war and post-war transformational changes. The global and domestic content regarding the priority in the selection of territories for demining and their further economic recovery is analysed, emphasising the strategically important role of human potential and human development, which are considered from the perspective of human capital. The key aspects of regional economic recovery, further ensuring its competitiveness and development in the post-conflict period are outlined, with an emphasis on the practical implementation of measures around human potential formation (recovery) and human development planning. The core determinants that hinder the formation and restoration of human capital in Ukraine have been identified, and several measures and actions have been proposed to mitigate the situation that has arisen in the context of the war, which substantiates the practical value of the article. In conclusion, the importance of expanding and deepening the possibilities for strategic management of the regional economy in terms of human capital formation has been emphasised, where society expects the authorities to resolve urgent socio-economic issues in the affected regions and to make informed management decisions in the field of territorial recovery.
