ІMPLEMENTATION OF DIGITAL TRANSFORMATION IN UKRAINE: PROBLEMS AND PROSPECTIVE WAYS TO SOLUTION THEM

Abstract

The article examines the issues of implementing digital transformation in Ukraine using the example of the culture and arts sector. The main problems that hinder the effective integration of digital technologies and their use in the public administration system of the culture and arts sector are summarized and promising ways to overcome them are proposed. It is emphasized that digital transformation not only solves specific problems, but also positions the state administration as a key player in promoting sustainable economic, social and cultural development, overcoming obstacles through strategic alliances and public participation. It was found that despite the difficult conditions associated with the beginning of the full-scale invasion of Russian troops into the territory of Ukraine, digitalization processes are being activated in the public administration system. According to the results of the study, among the main problems associated with the digital transformation of the public administration system of the culture and arts sector of Ukraine, the following were identified: the presence of a high level of communication bureaucracy between the subjects of the public administration system; the lack of the necessary number of qualified specialists in the sector; low or insufficient level of funding; insufficient PR of successful digital art projects and cultural practices; digital divide, etc. Among the promising means aimed at overcoming the problems with the digital transformation of the public administration system in the field of culture and arts, the following are proposed: the introduction of innovative digital technologies (3D technologies, artificial intelligence, immersive technologies); the integration of digital tools at all stages of communication with citizens, strengthening cooperation with international partners, both at the level of state institutions and public organizations and foundations (in particular, the process of protecting cultural heritage under martial law, the introduction of innovative digital technologies into the activities of public administration entities, etc.); improving the level of digital communication between public administration entities in the field of culture and arts, etc.
