TRANSFORMATION OF THE REGIONAL ECONOMY OF UKRAINE: AN INNOVATIVE MECHANISM OF POST-WAR RECOVERY IN THE PARADIGM OF THE EUROPEAN GREEN DEAL

Abstract

The article examines the theoretical and methodological principles and applied aspects of the transformation of the regional economy of Ukraine in the conditions of post-war reconstruction through the prism of the implementation of the provisions of the European Green Deal. The relevance of the topic is due to the need not only for the physical reconstruction of destroyed territories, but also for the structural modernization of regional economic systems on innovative, climate-neutral and resource-efficient principles. The aim of the article is to substantiate the innovative mechanism of post-war reconstruction of the regional economy taking into account European integration priorities, green energy transition and principles of sustainable development. The methodological basis of the study is the systemic, spatial-structural, institutional and comparative approaches, which allowed to generalize the European experience of green transformation and adapt it to the conditions of Ukraine. Strategic documents of the EU, international financial organizations and scientific approaches to financing, institutional support and technological modernization of reconstruction are analyzed. The key directions of regional economic transformation are substantiated, in particular the development of renewable energy, decarbonization of industry, implementation of smart specialization, formation of regional innovation systems and clusters of the green economy. The role of international partners in the formation of the financial and investment architecture of reconstruction is determined. The scientific novelty lies in the formation of a comprehensive innovation mechanism for post-war regional reconstruction in the paradigm of the European Green Deal. The practical significance of the results lies in the possibility of their use in the development of regional development strategies, reconstruction programs and green transformation policies of Ukraine.
