EUROPEAN EXPERIENCE IN IMPLEMENTING SMART SOLUTIONS FOR SUSTAINABLE COMMUNITY DEVELOPMENT

Abstract

The article substantiates the significance of smart solutions, the implementation of which plays a key role in shaping the innovative potential of territories, as they contribute to optimizing resource use, improving the quality of public services, stimulating entrepreneurial activity, and strengthening social cohesion. Smart solutions enable communities to respond more rapidly to challenges, enhance their competitiveness, and ensure long-term development. The study examines the experience of European countries that have accumulated substantial practical expertise in implementing smart solutions across various areas of sustainable development. Smart initiatives implemented in European cities of Denmark, Spain, the Netherlands, Norway, Finland, France, Switzerland, and Sweden are summarized. Best practices demonstrated by cities in different sectors are systematized. A number of common patterns are identified: most countries focus on an integrated approach that combines digitalization with environmental sustainability and social inclusion. It is found that the development of smart mobility and green infrastructure in European cities is crucial for reducing emissions and improving quality of life. A shared priority across all countries is the development of human capital, digital literacy, and educational programs. The experience of implementing smart solutions in rural communities of Greece, Denmark, Italy, Latvia, Lithuania, Poland, Finland, and the Czech Republic is analyzed, systematized, and generalized. This experience is valuable due to its comprehensiveness, adaptability, and focus on long-term impact. Overall, the European experience of smart community development is based on a combination of governance digitalization, an innovative economy, sustainable mobility, an environmentally oriented environment, a high quality of life, active citizen participation, and modern infrastructure. Each of these components is not only an independent direction of transformation but also an element of an integrated sustainable development system that reinforces other components. The article notes the possibility of adapting the experience of European countries for the sustainable and innovative development of communities in Ukraine, not through direct copying, but through its thoughtful adaptation to national, institutional, and socio-economic conditions.
