INSTITUTIONAL BARRIERS TO THE REALISATION OF THE POTENTIAL OF AGGLOMERATIONS AS DRIVERS OF REGIONAL DEVELOPMENT IN UKRAINE

The article is devoted to studying the institutional obstacles and barriers affecting the development of agglomerations in Ukraine, particularly in the context of wartime conditions. It identifies key aspects of their role as drivers of regional development, emphasizing their potential to contribute to economic modernization and improving living standards. Based on expert surveys and in-depth interviews with representatives of territorial communities (actual or potential participants of agglomerations), regional authorities, regional and local development agencies, research institutions, and public and analytical organizations, an analysis was conducted of the structural, organizational, and regulatory challenges to the development of agglomerations in Ukraine, particularly the Lviv agglomeration. The study identifies formal problems, including: (1) The absence of a regulatory and legal framework for the functioning of agglomerations and effective governance models; (2) The lack of state and regional policies, including mechanisms for strategic and spatial planning of agglomeration development; (3) The absence of clearly regulated and effective financial incentives for fostering intermunicipal cooperation; (4) Insufficient human resource capacity for agglomeration development; (5) Inadequate coordination among communities to ensure effective functioning of agglomerations. It also highlights informal (behavioral) problems such as: (1) A lack of trust between communities; (2) A lack of political will and low motivation of communities to collaborate; (3) A lack of positive experience with effectively implemented agreements on intermunicipal cooperation; (4) Difficulty in reconciling the interests and priorities of different communities within the agglomeration, among others. The practical significance of the research results lies in their potential to serve as a foundation for developing recommendations to improve the regulatory and organizational frameworks for the formation and functioning of agglomerations in Ukraine. This is particularly relevant during the post-war recovery period, given the high potential of agglomerations as drivers of regional development.
