ASSESSMENT OF THE STATE OF PUBLIC ADMINISTRATION IN THE HOUSING AND COMMUNAL SERVICES SECTOR

Abstract

The article presents a comprehensive study of the state of public administration in the housing and communal services sector of Ukraine in the context of decentralization, financial instability and military challenges. It is substantiated that the housing and communal services sector is a basic component of the state's socio-economic infrastructure and determines the level of quality of life of the population, the investment attractiveness of territories and the sustainability of the development of territorial communities. The institutional, financial, economic and organizational aspects of the functioning of the sector are analyzed, key systemic imbalances and management limitations are identified. It is established that despite the expansion of the powers of local governments, the level of their personnel and financial capacity remains uneven, which affects the effectiveness of the implementation of management decisions. Particular attention is paid to the problems of wear and tear of engineering infrastructure, imperfect tariff regulation, limited investment resources and insufficient level of strategic planning for the development of enterprises in the sector. It is proven that the lack of a comprehensive approach to the modernization of heat supply, water supply and housing management systems reduces the effectiveness of public administration and creates financial risks for territorial communities. The article substantiates the directions for improving public administration mechanisms, in particular, the introduction of long-term regional infrastructure modernization programs, reforming tariff policy taking into account the principles of economic feasibility and social protection, expanding public-private partnership instruments, improving the professional competence of management personnel and implementing digital systems for analytical monitoring of the efficiency of housing and communal services enterprises. It is concluded that improving the quality of public administration in the housing and communal services sector is a key prerequisite for ensuring the financial sustainability of the industry, restoring infrastructure and achieving the goals of sustainable development of territories.
