IMPLEMENTATION OF SMART CITY FOR SUSTAINABLE TERRITORIAL DEVELOPMENT

The article explores the concept of the Smart City as an innovative approach to the sustainable development of territories. It examines practical examples of Smart City implementation across various countries, highlighting successful modernization efforts in different sectors of the economy. A key focus of the article is the legislative and regulatory framework of domestic governance, which plays a crucial role in fostering a positive investment climate. This environment encourages companies and funds to engage in and support innovation in Ukraine. Particular attention is paid to the interaction between public authorities, local governments, and private stakeholders in shaping favorable conditions for long-term technological transformation. The analysis reveals that evaluating smart projects aimed at creating public goods and enhancing citizens’ quality of life requires methodologies that are not only absent in legislation but also underdeveloped. Assessing their economic efficiency is complex, as such projects must be considered within a broader strategy aligned with urban transformation goals. Specifically, they should reflect the strategic priorities set by local governments to stimulate economic growth and improve living standards. Moreover, the assessment process should integrate qualitative and quantitative indicators, including social impact, environmental benefits, digital maturity, and institutional capacity. To address this challenge, the author proposes a three-tiered model for evaluating Smart City projects. This model incorporates key aspects of public administration and enables a systematic and comprehensive assessment of projects based on their impact on Smart City development. The proposed framework is designed to support evidence-based decision-making and rational allocation of limited budgetary resources. The role of civic participation in the creation of smart cities is highlighted separately, as Smart City is not only about technology, but also about cultural and social transformation. The development of smart cities is based on a balance between economic growth, social inclusion and environmental sustainability. The article offers recommendations for adapting the world experience to the conditions of Ukraine, taking into account local peculiarities and challenges, and outlines practical steps for strengthening institutional capacity, improving regulatory support, and enhancing cross-sectoral cooperation in the implementation of Smart City initiatives.
