TRANSFORMATION OF THE HIGHER EDUCATION INSTITUTIONS FINANCING SYSTEM IN UKRAINE: PROBLEMS, EUROPEAN EXPERIENCE, PROSPECTS

The article investigates the transformation of the financing system for higher education institutions (HEIs) in Ukraine. It examines the evolution of financial mechanisms in Ukrainian higher education, specifically the transition from funding based primarily on quantitative indicators to formula-based and performance-based allocation of budget funds. The study identifies key challenges in the current financial model, including unstable dynamics of financial resource inflows, high dependence on the state budget, a shrinking student population, the imbalance between the cost of state-funded and self-funded training, and insufficient financial autonomy of HEIs. The main higher education funding models (state, private, mixed, formula-based, and performance-based) are outlined, and a comparative analysis of Ukrainian practices with the experience of European Union countries is conducted. Particular attention is paid to the role of university-business partnerships, the development of university-business cooperation, the implementation of state grants, and the stimulation of income source diversification for HEIs. To determine the economic impact of state funding for higher education, economic-mathematical models were developed to assess the influence of budget expenditures on macroeconomic development and the employment level of the population with higher education in Czechia, Poland, and Latvia. The study substantiates the feasibility of forming a mixed funding model in Ukraine that combines basic state support with competitive and performance-based instruments, along with the active involvement of private and international resources. The role of the UIHERP project (2021-2026), supported by the World Bank, is highlighted as a performance-based funding tool aimed at modernizing HEI infrastructure, developing digital and institutional capacity, and aligning Ukraine’s higher education management and financing system with European standards. The implementation of the proposed approaches will contribute to increasing the financial sustainability of universities, the quality of educational services, and strengthening the role of higher education in post-war recovery and the long-term development of the national economy.
