THE MECHANISM OF NEUTRALIZATION OF RISKS IN THE FORMATION OF INVESTMENT POLICY IN THE SYSTEM OF FINANCIAL DEVELOPMENT OF AGRICULTURAL ENTERPRISES

The article investigates the mechanism of risk neutralization in the formation of investment policy of agricultural enterprises in the system of their financial development. Particular attention is paid to the classification of methods and tools for neutralizing risks of agricultural enterprises, in particular: methods of avoiding risks; reducing (minimizing) risks; accepting (holding) risks; transferring (distributing) risks. The mechanism of risk neutralization is defined as a set of interrelated methods, tools, management decisions and legal norms aimed at early detection, minimization, localization or complete elimination of the negative impact of internal and external threats on the financial and economic activities of the enterprise in order to maintain its financial stability and ensure stable development. It is proved that the mechanism of risk neutralization is a dynamic system that adapts investment activities to conditions of uncertainty, protects invested capital from losses and optimizes the ratio between the level of risk and expected profitability. The Geopolitical Risk Index (GPR) for Ukraine for 2014-2025 was separately analyzed, as it shows the level of global geopolitical risks and reflects how high the uncertainty in global politics and economics is at a certain point. Ukraine has a high level of geopolitical risks due to the war, so GPR is often used in the analysis of investment attractiveness and forecasts for the development of agricultural enterprises. A mechanism for neutralizing the risks of agricultural enterprises in the financial development system is proposed. The cumulative effect of the mechanism for neutralizing the risks of agricultural enterprises includes such types of effects as: financial stabilization effect; investment-stimulating effect and strategic-adaptive effect. The formation of an effective investment policy of agricultural enterprises in conditions of martial law and systemic macroeconomic instability is impossible without the development of a comprehensive, multi-level mechanism for neutralizing risks. The functioning of a reliable mechanism for neutralizing the risks of agricultural enterprises guarantees the preservation of investment attractiveness and the continuity of investments in the modernization of agricultural production.
