REGIONAL MONITORING OF BUILDING SAFETY IN THE CONTEXT OF IMPLEMENTATION OF UPDATED STATE BUILDING NORMS OF INCLUSION IN TERNOPIL REGION

The article examines the problem of ensuring the accessibility of physical environment objects at the regional level in the context of the implementation of updated state building standards for inclusion. The relevance of the topic is due to the strategic transition of the Ukrainian tourism industry from anti-crisis management to the formation of a holistic, digitalized and inclusive tourism ecosystem under martial law, as well as the need to bring regional infrastructure into line with the requirements of universal design, harmonized with international standards, in particular with DSTU ISO 21542:2025. The scientific novelty of the work is a comprehensive analysis of the results of regional monitoring of accessibility in territorial communities of Ternopil region through the prism of amendments to DBN V.2.2-40:2018 «Inclusivity of buildings and structures. Basic provisions», which come into force in 2025–2026. It was established that according to the study «Community Accessibility Index – 2025», which covered 95 territorial communities, the region is represented by the Chortkiv urban territorial community, which was included in the list of leaders with a high index level. At the same time, monitoring of 1862 objects of the physical environment of the region revealed a critical situation: the vast majority of the surveyed objects are completely barrier-free, which makes it impossible for them to be used without hindrance by groups of the population with limited mobility. Systemic problems were identified in ensuring the accessibility of the social, transport and administrative infrastructure of the region, which contradict the updated requirements for tactile navigation, safe evacuation, contrasting marking and continuity of barrier-free routes. Practical recommendations were proposed for local governments and businesses regarding the implementation of multi-sensory orientation systems and the gradual adaptation of infrastructure objects to modern standards of inclusion. Prospects for further scientific explorations are outlined in the direction of expanding barrier-free monitoring to over a thousand communities by 2026 and improving regional barrier-free policy based on the empirical results obtained. The conclusions obtained can be used by local governments when developing targeted programs for the formation of barrier-free space in territorial communities.
