THE INSTITUTIONAL ROLE OF PUBLIC ORGANIZATIONS AND VOLUNTEER MOVEMENTS

Abstract

The article analyzes the role of public organizations and volunteer movements in providing social support in Ukraine to persons affected by the aggression of the Russian Federation. It is noted that with the beginning of a full-scale war, their role in our country has been steadily growing. After all, it is the institutions of civil society that have become one of the key factors that have played an important role in consolidating society. It is worth noting that at the present stage, public organizations play an important role in providing social services, humanitarian aid, legal support and contributing to the development of civil society, which is extremely important in conditions of martial law. They also help restore housing damaged by enemy shelling. A significant part of public organizations and volunteer movements interact with government bodies and local governments, coordinating their activities with them. The institutional interaction of public organizations and volunteer movements with government bodies and foreign partners is regulated at the legislative level. In accordance with current regulatory legal acts, the state ensures their integration into the system of social support for the population and forms mechanisms for partnership with state structures. Further prospects for the development and activity of volunteer organizations and public movements in Ukraine lie in their further institutionalization, expansion of partnership relations, and the use of digital technologies to coordinate and ensure transparency of activities. A significant role in the activities of volunteer organizations is played by the provisions of the European Charter on Volunteering, which clearly defines the principles of inclusiveness and solidarity, which should be integrated into the national policy of Ukraine. Regarding the problems that the above-mentioned structures encounter in their daily activities, it is worth noting the insufficient funding for the implementation of social programs. After all, the key sources of financing for their activities are charitable contributions, international donors, etc.
