METHODOLOGICAL APPROACHES TO DETERMINING THE EFFICIENCY OF USING TOOLS FOR REGULATING THE INVESTMENT ACTIVITIES OF ENTERPRISES IN THE CONTEXT OF ENSURING FOOD SECURITY IN UKRAINE IN THE CONDITIONS OF THE STATE OF WAR

Abstract

The dynamics of capital investments by types of economic activity are presented. Sources of capital investment financing are disclosed (own funds of enterprises, bank loans, state and local budget funds, foreign investments. The tools of state financial support for investment activities are detailed, in particular, such as the mechanism for compensating part of the interest rate and providing state guarantees for loans; the "5-7-9% Available Loans" program, aimed at compensating business entities for part of the credit load for investment purposes; tax benefits; subsidies; grants etc. Changes to the legislation in the context of intensifying investment activities in the conditions of a full-scale military invasion of Ukraine are presented. investment incentives to attract strategic investors and the incentives of this process were identified: state support for large investment projects, exemption from taxes and duties, granting the right to use a plot of land, provision of infrastructure, support for the development of industrial parks in the form of exemption from taxation and other financing mechanisms. Tools for regulating the investment activity of enterprises are proposed, which can be used to ensure food security in the conditions of martial law: financial support; price regulation; investment benefits; security strategy; effective management. It is substantiated that the efficiency of investment activities of enterprises in the conditions of a full-scale invasion is determined by evaluating the effectiveness of invested funds in comparison with the benefit received from them, for which it is proposed to use the analysis of financial indicators, such as return on investment, internal rate of return, capital turnover, project efficiency indicators, etc. Proposals have been made to intensify investment activity in Ukraine by implementing a number of initiatives.
