FEATURES OF THE APPLICATION OF THE PUBLIC-PRIVATE PARTNERSHIP INSTRUMENT IN AGRICULTURE

The article examines the specific features of applying public-private partnership in agriculture as an instrument of investment, infrastructure and innovation development of the agri-food sector. It is substantiated that the agricultural sector has specific operating conditions determined by the seasonality of production, dependence on natural and climatic factors, high capital intensity, the need for modern logistics, access to finance, effective land resource management, compliance with food safety standards, and veterinary and phytosanitary control. It is determined that public-private partnership in agriculture is not limited to the implementation of infrastructure projects, but also covers the development of value chains, agricultural innovations, advisory services, digital platforms, financial mechanisms, environmental modernization, and support for small and medium-sized producers. The main models of agricultural partnership are examined, including concession models, management contracts, availability payments, innovation partnerships, the 4P model, financial partnership, and blended finance mechanisms. Particular attention is paid to the importance of PPP for Ukraine in the context of post-war recovery, the need to restore agricultural infrastructure, demine agricultural land, develop processing, irrigation, logistics, veterinary safety, and attract private capital. It is proved that the effectiveness of PPP depends on transparent partner selection, balanced risk allocation, protection of the public interest, participation of producers, institutional capacity of the state, and continuous monitoring of results.
