The article examines the main models for organizing communication in health care systems and analyzes their features in the health care system of Ukraine. The relevance of the study is determined by the growing complexity of interactions among health care providers, public authorities, local governments and other actors, as well as by the transformation of information flows resulting from health care reform and digitalization. The study aims to compare centralized, decentralized and integrated models of communication, identify their key characteristics, advantages and limitations, and determine the specific features of communication organization in the health care system of Ukraine. The analysis shows that the models differ primarily in the distribution of coordination functions, the structure and direction of information flows, and the mechanisms used to ensure interaction among system participants. A centralized model supports common rules, standardized procedures and coordinated implementation of decisions, but excessive concentration of communication functions may reduce flexibility and responsiveness to local needs. A decentralized model expands the role of regional and local actors, facilitates horizontal interaction and enables communication processes to be adapted to specific local conditions. At the same time, differences in the organizational, financial and technological capacities of individual actors may lead to fragmentation of information exchange and uneven development of communication infrastructure. An integrated model focuses on continuity of information exchange and coordination across organizational and functional boundaries and therefore requires compatible information systems, common data exchange rules and sustained inter-organizational cooperation. The findings indicate that these models rarely operate in a pure form in contemporary health care systems; instead, their elements are combined depending on the institutional structure and governance arrangements of a particular system. In Ukraine communication is organized through a combination of centralized regulatory mechanisms, decentralized approaches to governance and integrated forms of information exchange. Centralized elements are reflected in the establishment of common regulatory requirements and standards, whereas decentralization is associated with the distribution of powers among different levels of governance and organizationally autonomous health care providers. At the same time, the development of the electronic health care system creates technological and institutional conditions for stronger integration by enabling information exchange among organizationally separate actors. The study concludes that the current organization of communication in the Ukrainian health care system should be understood not as a manifestation of a single model, but as a combination of complementary organizational approaches. Their balance is shaped by the distribution of authority, mechanisms of interaction among system participants and the development of digital infrastructure. Further research should focus on identifying communication barriers among health system actors and determining ways to strengthen integrated communication mechanisms in the course of continued digital transformation.
