INNOVATIVE APPROACHES TO PERSONNEL PLANNING MANAGEMENT IN AGRICULTURAL BUSINESS ENTERPRISES

The article reveals the theoretical and methodological principles of innovative personnel planning at agrarian business enterprises of Ukraine in the conditions of deep socio-economic transformations, digitalization, urbanization and martial law. The critical importance of human capital for the stability and development of agricultural production is emphasized, especially in view of the growing shortage of qualified personnel in rural regions, labor migration, demographic aging of the population and low attractiveness of the agrarian sphere for young people. The current problems of staffing agricultural enterprises have been analyzed, limitations of traditional models of personnel management have been identified, such as administrative, economic and socio-psychological, which are focused mainly on administrative regulation and do not take into account modern challenges. The necessity of transition to an innovative model of personnel planning, based on the principles of flexibility, strategic orientation, digital support of management decisions and involvement of personnel in the processes of enterprise development, have been substantiated. The use of modern tools, including HR analytics, big data, crowdsourcing and outsourcing, has been proposed. Particular attention is paid to the formation of a talent pool, talent management, and individual career planning and motivational strategies in agribusiness. The author's innovative model of innovative personnel planning is described, including the stages of needs analysis, forecasting, strategic planning, and formation of personnel reserves and monitoring of results. The results of the study have both theoretical and practical value. The proposed model can be used by agrarian business enterprises of various scales to increase the efficiency of personnel management, adapt to changes in the external environment and ensure sustainable development. It is concluded that innovative personnel planning is not only a tool to increase labor productivity, but also a factor of long-term competitiveness of the agrarian business enterprises in the new economic reality.
