Abstract

The article examines the theoretical and practical foundations of project management for entrepreneurial initiatives aimed at residential redevelopment in the context of urban transformation in Ukraine. The relevance of the study is determined by the growing challenges associated with the deterioration of the housing stock, insufficient investment in the construction sector, and the urgent need to provide the population with high-quality and affordable housing. Particular attention is paid to the analysis of management mechanisms based on economic incentives, entrepreneurial initiatives, and public-private partnerships. The key principles of effective management are defined: social orientation, balancing the interests of the state, business, and residents, as well as system-based and integrated approaches. The study emphasizes the need to develop flexible project management models that consider regional specificities and new economic realities, such as the lack of long-term credit resources, rising construction costs, and the low purchasing power of the population. It is shown that effective management of housing redevelopment requires a system of criteria for assessing socio-economic efficiency, including the level of population’s housing provision, the quality of engineering and social infrastructure, and the development of the investment environment. The article outlines promising directions for improving project management mechanisms, including the introduction of comprehensive block development, the combination of new construction technologies with the reconstruction of outdated housing stock, and the strengthening of cooperation between local authorities and investment-construction companies. It concludes that the formation of an effective system for managing residential redevelopment projects is a prerequisite for improving the quality of the urban environment, fostering entrepreneurship, and ensuring social stability.
