INVESTMENT SUPPORT OF THE ACTIVITIES OF CONSTRUCTION INDUSTRY ENTERPRISES OF UKRAINE DURING THE WAR

The article analyzes the conditions and features of investment support for activities of construction enterprises in Ukraine. The purpose of the article is to study the conditions and features of investment activity of construction enterprises in Ukraine, tools and mechanisms for organizing and activating investment activity. The main indicators of investment development of the industry are analyzed based on statistical data. The possibilities of activating investment activity of construction enterprises in wartime and post-war periods are considered. The features of investment development of construction enterprises are highlighted, in particular: high capital intensity, the need for state regulation, Important conditions for activating investment are sufficient financial stability, high potential, a favorable legal framework, the risks of martial law and innovative development as components of investment attractiveness and effective development of enterprises in the industry. It is determined that construction enterprises have significant investment dependence due to the high capital intensity of projects, the long-term nature of construction and the need to adapt to changes in the business environment. The main trends in the investment activity of construction enterprises in 2020-2024 were identified: 1) the predominance of enterprises' own funds in the structure of capital investments, especially in the private sector; 2) an increase in the share of state financing after 2022, which is considered the basis for restoring infrastructure during the war; 3) financing of housing construction by the population remains a significant, although relatively small share (about 6% in 2024); 4) borrowed funds (loans) account for less than 5% in the total structure; 5) foreign direct investment in the construction sector is traditionally low, although it is growing in terms of the number of transactions, especially during and in the post-war perspective; 6) from 2022 to 2023, there was a shift in investment towards state and international resources for reconstruction, but in 2024, the construction business' own capital again prevailed.
