EFFECTIVE INTERACTION BETWEEN AUTHORITY STRUCTURES AND SUBJECTS OF SMALL AND MEDIUM AGRARIAN BUSINESS

Abstract

Authorities and business entities are proposed to be classified according to the intensity and nature of interaction with other systems. At the same time, the level of necessary interaction is determined by the goals of each element of the system and overall system goals. These goals can be both internal (endogenous), that is, formulated and implemented within the system, and external (exogenous), when other economic systems influence this system based on their interests and tasks. Forms of interaction between subjects of the economic system are highlighted: cooperation; rivalry; conflict. Depending on the level of intensity of interaction of the economic system with other systems and the number of such actors, a number of such typical situations are highlighted. 1. An autonomous economic system can be considered practically in isolation from other systems, when the intensity of interaction with other systems is insignificant. This term corresponds, with certain caveats, to the concept of "isolated system". 2. The dominant economic system can be considered in such a role in those cases when the level of its influence on other systems significantly exceeds the latter's ability to influence it. 3. A dependent economic system can be considered in such a role in those cases when the level of its influence on other systems is significantly inferior to the possibilities of influencing the latter. Achieving the set goals is considered as a measure of the effectiveness of the entire economic macrosystem, each of its elements and the results of interaction between them. Since economic systems can be very large, containing a significant number of elements that also have different goals, then such systems can have many goals. Achieving any goal is related to the realization of the corresponding event. Events that mean the achievement of their own goals by each element of the economic macrosystem, as well as events that mean the achievement of the goals of the interaction of two elements of the economic macrosystem are highlighted. All the main properties of interaction are proposed to be divided into three main groups that characterize: the effectiveness of the interaction (reflect the target effect that arises due to the interaction of the subjects of the economic system); resource intensity of interaction (reflect the consumption of all kinds of resources necessary to obtain the target effect); efficiency of interaction (reflect the use of time necessary to obtain the target effect). Together, these characteristics characterize the effectiveness of the interaction of subjects and reflect the quality of the economic macrosystem in general.
