MANAGEMENT OF ACTIVITIES OF PURPOSE BUDGETARY FUNDS IN UKRAINE: ECONOMIC AND LEGAL ASPECTS

Abstract

The paper examines the economic and legal aspects of managing the activities of target budget funds in Ukraine. The legal framework that regulates the creation, operation and control over the use of target funds is analyzed, as well as the role of these funds in ensuring the effective functioning of the country's economic system is studied. Particular attention is paid to problems arising in the process of managing budget funds, including issues of transparency, accountability and control mechanisms. The key factors affecting the efficiency of management processes are identified, and the ways of their optimization are proposed to ensure the sustainable development of the country in the conditions of modern economic challenges. Special attention was paid to the problems of transparency and efficiency of management of the funds of the target budget funds, as well as to the mechanisms of state control over their use. The material provides examples of successful use of budget funds to solve socially important tasks, in particular in the fields of health care, education, and ecology. Prospects for reforming the legislation in this area to ensure greater openness, targeting and effectiveness of such funds are considered. Budgetary funds are formed within the framework of the state or local budget in order to provide financing for certain expenses and programs. They are divided into general and special, depending on the sources of financing and the conditions for using the funds. General funds are used to cover the current costs of the state, while special funds are directed to specific purposes, such as social protection, health care, infrastructure or environmental programs. Budgetary funds are an important tool for ensuring financial stability and effective management of public finances.
